The historical backdrop of the air terminal reaches out back to the mid 1940s, when the Air Ministry demanded area in the provincial Vale of Glamorgan to set up a wartime satellite aerodrome and preparing base, named RAF Rhoose, for Royal Air Force (RAF) Spitfire pilots. Development work started in 1941, and the landing strip formally started life on 7 April 1942 when it was assumed control by No 53 Operational Training Unit. After WW2 the runway fell into neglect and was relinquished.
The man who chose Rhoose could be the site of another Airport was David Rees-Williams (later Lord Ogmore) a Bridgend-conceived specialist who had served as a Lieutenant-Colonel in the Royal Artillery amid the WW2 and who. in 1945, been chosen MP for Croydon South. In 1951 Rees-Williams was named, quickly, Minister of Aviation and recognized what he called an “incredible requirement for a business air terminal of global principles” in South Wales. He later told the House of Lords “a choice must be taken whether to nothing by any means (which was the craving of some) or whether Pengam Moors, the current airplane terminal for Cardiff International, ought to be enhanced at an expense of a few a huge number of pounds, including the course’s change of the Rumney River or, thirdly, whether a completely new air terminal ought to be built or obtained in the capital’s region of Wales.
